In 1940 Mayor La Guardia opened the Arthur Avenue Retail Market to bring the pushcart vendors indoors, and that market still anchors the district today, cigar rollers and fresh-pasta counters included. While other Little Italys shrank into souvenir strips, this one kept cooking for its own people.
